Sometimes drawing some things on Photoshop can be a bother even the simplest of things such as a bubble. Here is a little step by step way of creating a simple bubble effect, hope this helps:
First of all you want to make a blue background although it doesn't matter i.e. if your making a lava scene. Create a contrasting colour that is preferably one of the lightest colours on your page as it refracts light. For this one I chose plain white.
Choose the soft round brush.
Make the brush slightly smaller than the actual size (won't matter as much if you have pen pressure on) and paint over using the colour in the background or you could choose a colour that is slightly brighter than the background. You could even just rub it out or could play around with the opacity, depending on what your trying to create.
I decided to add light coming from different directions you don't necessarily have to do this but it helps to show where light is coming from. For this I chose a simple hard-edge brush and used the same light as the bubble ring.
